الاتجاهات الحديثة للرقابة على الائتمان في اطار تحقيق السلامة المصرفية و مدى التزام البنوك التجارية الجزائرية بها

Résumé: ملخص: أدى التطور المستمر في النشاط الاقتصادي على المستوى العالمي إلى إحداث تغيرات هائلة في مجالات مختلفة أثرت بطريقة واضحة على سياسة عمل البنوك، كما يعتبر النظام المصرفي بحد ذاته نظاما معرضا لمجموعة من المخاطر خاصة المخاطر الائتمانية وأمام هداالوضع لم يكن بمقدور البنوك التعامل مع هذه المخاطر بأساليب تقليدية وهدا ما أدى بالمصارف في مختلف مناطق العالم للإاهتمام والتركيز على الرقابة بمختلف أنواعها وذلك من خلال اقتراح لجنة بازل للرقابة على البنوك بهدف تحقيق وتعزيز السلامة المصرفية. كما ألزمت مقررات لجنة بازل جميع الدول الأعضاء فيها بتوحيد طرق الرقابة من قبل البنوك المركزية و لذلك ارتأينا في هده الدراسة التطرق إلى مشكلة الرقابة على الإئتمان و كيفية معالجتها من طرف البنوك المركزية في إطار مقررات لجنة بازل بهدف تحقيقالإستقرار المالي و المصرفي بما يتماشى والتطورات العالمية المتلاحقة.و يمكن طرح الإشكالية الرئيسية كيف تساهم الآليات الرقابية المستحدثة في تحقيق السلامة المصرفية Abstract: MODERN TRENDS OF CREDIT CONTROL UNDER ACHEIVING BANKING SAFETY AND THE EXTENT OF ALGERIAN BANK´S TO THEM The continuous development of economic activity has brought to the world level immense changes in various fields which have clearly influenced the policy of the banks. The banking system itself is seen as a system exposed to several risks, including credit risk. Faced with this, banks could no longer manage risk in a traditional way. This has led the world's banking departments to attach great importance and focus on controlling different types by the BASEL COMMITTEE's proposal to monitor banks in order to establish banking security in order to ensure effective control of its risks, the decisions of the BASEL COMMITTEE also obliged the Member States to unify the control methods by the central banks. Therefore, we have examined this research in order to stabilize the banking financial system in successive global developments. The question is, how do these modern regulatory mechanisms contribute to achieving banking safety? Therefore, we discussed the banking supervision and the modern control mechanisms dictated by the Basel Committee .
