التجربة الجزائرية في دعم و تطوير المؤسسات الصغيرة و المتوسطة بالاعتماد على نموذجي مشاتل المؤسسات، ومراكز التسهيل.

Résumé: تنامت الدعوات للبحث عن مصادر جديدة للجزائر تقلص من تبعية اقتصادها للمحروقات، في ظل التدهور المستمر لأسعار المواد الطاقوية خلال العقد الأخير، وما نتج عنه من تأثيرات سلبية على برامج التنمية، الأمر الذي أدى إلى ضرورة البحث عن بدائل للنهوض بالاقتصاد الوطني، خاصة منها ما تعلق بتلك القطاعات التي يمكن أن تشكل قاطرة للنمو كقطاع المؤسسات الصغيرة والمتوسطة، إلا أن هذا الأخير يحتاج إلى هيئات داعمة للنهوض به؛ ومن ضمنها حاضنات الأعمال كجهاز مرافق للمؤسسات الصغيرة والمتوسطة الناشئة لما تقدمه من مساعدة بتوفیر قوى الدفع الأولى وضمان استدامتها من خلال خدمات الدعم والمساندة خاصة في المراحل الأولى، وقد تم عرض وتحليل مساهمة حاضنات الأعمال في تنمية المؤسسات الصغيرة والمتوسطة في الجزائر والتي أخذت شكلين هما: مشاتل المؤسسات، ومراكز التسهيل واللذان يمثلان التجربة الجزائرية في مجال احتضان المؤسسات التي تعتبر حديثة مقارنة بالتجارب العالمية، ورغم مساهمتها المحدودة في تنمية المؤسسات الصغيرة والمتوسطة كما ونوعا، إلا أنها تبقى من أهم الآليات في هذا المجال. Calls have grown to search for new sources for Algeria that has diminished the dependence of its economy on hydrocarbons, in light of the continuous deterioration of energy prices during the last decade, and the negative effects that resulted from development programs, which led to the need to search for alternatives to the promotion advancement of the national economy, especially those related to those Sectors that can constitute an engine of growth, such as the small and medium enterprises sector, but the latter needs supportive establishments for the promotion of this vital sector, including business incubators as a companion tool for Start-Up for their assistance in providing the initial impetus and ensuring their sustainability through Logistic and support services. Especially in the early stages, the contribution of business incubators to the development of small and medium enterprises in Algeria has been presented and analyzed, which took two forms: enterprise nurseries and facilities centers, which represent the Algerian experience in the field of incubating institutions that are considered modern in comparing with global experiences, despite their limited contribution to the development of Small and medium enterprises, but it remains one of the most important mechanisms in this field.
