Résumé: When we talk about the cultural development then we need all mechanisms of participatory in level of civic action, that the role of civil society in order to promoting the civilization and global civilization; therefore producing most policies for developing cultural heritage in order to achieving economic wealth. In this paper we aim to defining about the meaning of participatory approach, where civil society is one of the most important participatory mechanisms of the development and investment of cultural heritage, since it is considered a contemporary model that looks forward to the empowerment of the councils and the achievement of cultural and social integration.
