الدولة الهشة" أم "وضعية الهشاشة" ؟ قراءة في إشكالية بناء الدولة في إفريقيا

Résumé: تناقش هذه الدراسة إشكاليتي "الهشاشة" و"حالة الهشاشة" في أفريقيا ، على اعتبار الهشاشة من التحديات الرئيسية التي تقف في وجه اية مبادرة تنموية ، وقد نشرت العديد من المنظمات الدولية بل اهمها مثل (البنك الدولي، ومنظمة التعاون الاقتصادي والتنمية، وبنك التنمية الأفريقي، ومنظمات الأمم المتحدة) عددًا من التقارير حول هذا الموضوع ، كما يتم وضع قوائم من "الدول الهشة" من هذه المنظمات، انطلاقا من جملة من المؤشرات المتعارف عليها ، ويتم تحديثها كل عام، و تساعد مؤشرات الهشاشة في تحديد البلدان المعنية بالهشاشة. تحاول الدراسة التعرف على المقاربة الجديدة في تعريف الهشاشة، من خلال التعرف على اهم ابعادها: العنف ؛ العدالة؛ مؤسسات شاملة و خاضعة للمساءلة ؛ الشمول الاقتصادي والاستقرار ؛ القدرة على التكيف مع الصدمات والكوارث الاجتماعية والاقتصادية والبيئية. كما تحاول مناقشة كيف ان هذه الهشاشة (هشاشة الدولة) هي قيد رئيسي على تنمية أفريقيا، لاسيما ان أربع من كل خمس دول هشة حول العالم توجد بأفريقيا، و كيف اصبحت المسألة اليوم مشكلة ملحة. كما تهدف هذه الدراسة إلى توضيح آثار الهشاشة و تكاليفها على افريقيا ، وهي مرتبطة ببعض أكبر مشاكل العالم: الفقر والجوع وسوء التغذية والمرض والنزوح والإرهاب والجريمة، و كيف ان الهشاشة ليس لها تأثير على مواطني الدول الهشة فحسب ، بل تولد تداعيات سلبية إقليمية وعالمية كبيرة ايضا. الكلمات المفتاحية: بناء الدولة، افريقيا، الهشاشة
