الحوكمة المحلية كمدخل لانجاح المقاربة التشاركية في خدمة التنمية المحلية المستدامة في الجزائر

Résumé: تهدف هذه الدراسة إلى محاولة استكشاف أهم أوجه القصور التي تشوب منظومة الحوكمة المحلية في الجزائر من منظور مدى تفعيل مبدأ التشاركية ضمن السياسات التنموية المحلية المنتهجة، وقد توصلت الدراسة إلى أنه من أهم عوامل فشل البرامج التنموية المحلية المطبقة ضمن المساعي الإصلاحية المختلفة تكمن في عدم إحداث تحول حقيقي نحو تفعيل مبدأ التشاركية في التسيير المحلي نتيجة ضعف أطر الحوكمة المحلية، وعليه يكمن الحل في ضرورة إعادة توجيه مسار هذه الإصلاحات من خلال عدة مداخل كتبني مبدأ اللامركزية في صناعة القرار، والتسيير، ترسيخ الشفافية ومحاربة الفساد، التمكين المجتمعي وتعزيز قيم المواطنة. This study aims to attempt to explore the most important shortcomings in the local governance system in AlgeriaFrom the perspective of the extent to which the principle of participation is activated within the applied local development policies, The study concluded that it is one of the most important factors in the failure of local development programs implemented within the various reform endeavorsIt lies in the failure to bring about a real shift towards activating the principle of participation in local management as a result of weak local governance frameworks.Therefore, the solution lies in the necessity of redirecting the course of these reforms through several approacheslikeadoptingdecentralization in decision-making and management, consolidating transparency and fighting corruption, community empowerment and promoting citizenship values.
