العلاقات التركية_الروسية بين الإستـــمرارية والتغـــير 2002_2017

Résumé: تمحورت الدراسة حول مدى تأثير التفاعلات الإقليمية والدولية على العلاقات التركية_الروسية، والتي تراوحت بين التعاون والتوتر وتحكمها تراكمات تاريخية، جغرافية ومصالح جيواستراتيجية، إضافة على أنها سلطت الضوء على المحددات الداخلية والإقليمية والدولية التي أثرت على تلك العلاقات. تتبعت الدراسة العلاقات التركية_الروسية بكافة جوانبها فعلى الرغم من الشد والجذب الذي رافق مسار العلاقات على مر التاريخ إلا أنها دخلت مرحلة جديدة مع الألفية، حيث شكل صعود القيادة السياسية في كل من تركيا وروسيا فرصةً للبلدين لإعادة النظر في طبيعة علاقتهما. سواء من ناحية التقارب والخلاف الذي ميز مسار العلاقات التركية_الروسية، هناك متغيرات إقليمية أثرت في هذه العلاقات، فمن ناحية التقارب عززت الزيارات المتبادلة من طرف المسؤولين وكذا الاتفاقيات الرسمية بداية نشوء حوار سياسي مشترك حول العديد من القضايا على غرار التفاهم على العراق ومنطقة آسيا الوسطى والقوقاز، أما في المجال الاقتصادي عرف هو الآخر تطورًا ملحوظًا مقارنة بالعلاقات السياسية، من خلال حجم التبادل التجاري وكذا التعاون في مجال الطاقة. لكن في المقابل لم يلغِ التقارب الذي عرفته العلاقات التركية_الروسية إمكانية وجود الخلاف، حيث كان له أبعاد مختلفة سواء سياسية أو اقتصادية، فقد تناولت الدراسة العديد من القضايا التي أثرت على العلاقات الثنائية وأيضًا مدى التباين في المواقف التركية_الروسية المتناقضة كالأزمة الأوكرانية و تطورات المشهد السوري مؤخرًا، وأكدت الدراسة أن العلاقات في المجال الاقتصادي دائمًا متشابكة نظرًا لحاجة كل دولة للأخرى، لكن مع تصاعد حدة التوتر السياسي الذي خلقته الأزمة السورية خاصة بعد أزمة إسقاط الطائرة الروسية، أحدث قطيعة على مستوى العلاقات السياسية والاقتصادية أحدثت خسائر اقتصادية للطرفين، إلا أن العلاقات أعيدت إلى طبيعتها عقب الانقلاب الفاشل في تركيا صيف 2016 وبدأت خطوات التقارب تتسارع. The study focused on the impact of regional and international interactions on Turkish-Russian relations, which ranged from cooperation and tension to historical, geographic, and geostrategic considerations, in addition to highlighting the internal, regional and international determinants that influenced these relations. The study traces the Turkish-Russian relations in all their aspects. Despite the tension and tension that has accompanied the course of relations throughout history, it has entered a new phase with the millennium. The rise of the political leadership in Turkey and Russia is an opportunity for the two countries to reconsider the nature of their relationship. In terms of rapprochement, reciprocal visits by officials as well as official agreements have promoted the emergence of a common political dialogue on many issues such as the understanding on Iraq, the Central Asian region and the Caucasus, In the economic sphere, it was also a remarkable development compared to political relations, through the volume of trade exchange as well as cooperation in the field of energy. However, the rapprochement between the Turkish-Russian relations did not negate the possibility of a dispute, as it had different dimensions, both political and economic. The study dealt with many issues that affected the bilateral relations and also the extent of the differences in the Turkish-Russian positions, The study stressed that relations in the economic field are always intertwined due to the need of each state to the other, but with the escalation of political tension created by the Syrian crisis, especially after the crisis of dropping the Russian plane, the most recent break in the level of political relations and economy Friendly caused economic losses to both parties, but the relations returned to normal after the failed coup in Turkey, the summer of 2016, and began steps to accelerate convergence.
