أثر تدخل الدولة عبر النفقات العمومية على النمو الاقتصادي في الجزائر للفترة 1980 – 2018 : محاولة تقييم حسب مقاربة Scully

Résumé: ملخص : تهدف هذه الدراسة إلى تحليل العلاقة بين الإنفاق الحكومي و الناتج المحلي الإجمالي في الجزائر خلال الفترة الزمنية 1980-2018 حيث إستخدمنا منهجية نموذج الإنحدار الذاتي الموجه (Vector Auto-Regression). الهدف الرئيسي من هذه الدراسة هو اختبار ما إذا كانت هناك علاقة حسب مقاربة Scully بين حجم تدخل الدولة عبر الإنفاق العام و الناتج المحلي الإجمالي من عدمها، و إيجاد المستوى الأمثل للإنفاق العمومي. من الناحية النظرية، فإن نسبة الإنفاق الحكومي الأمثل و علاقتها بالنمو الاقتصادي قد ارتبطت بمقاربة Scully التي توضح دور الدولة في العملية الاقتصادية . الفكرة الأساسية وراء هذه المقاربة أنه يوجد علاقة خطية إيجابية بين الإنفاق العام و الناتج المحلي الإجمالي إلى حد ما ، و أن هناك حد أمثل للإنفاق العمومي الذي يسمح بتعظيم الناتج المحلي الإجمالي. من بين النتائج التي توصلنا إليها أن نسبة (الإنفاق الحكومي/ الناتج المحلي الإجمالي) الأمثل حسب مقاربة Scully في الجزائر هي بالتقريب % 17,5. Abstract This study aims to analyze the relationship between public spending and GDP in Algeria over the period 1980-2018 using the (VAR) model. The objective is to test if there is a relationship following Scully's approach between the volume of state intervention through public spending and GDP, and whether there is an optimal rate of public spending that stimulates GDP. In theory, the optimal ratio of public spending and its relation to economic growth are related to the Scully approach, which illustrate the role of the state in the economic process. The main idea behind this approach is that there is a positive linear relationship between public spending and GDP at some optimal level and then beyond this level, public spending has a negative relationship. Among our findings is that the optimal ratio in Algeria is approximately 17,5 %.
