عجز الموازنة العامة في الجزائر وخيارات التمويل بعد الأزمة البترولية للفترة 2001-2017

Résumé: تهدف هذه الدراسة إلى ابراز أهم ملامح العجز الموازني في الجزائر عبر مرحلتين متناقضتين في السياسة الاقتصادية المنتهجة، بين التوسع الانفاقي فترة الطفرة النفطية (2001-2014)، والانكماش الاقتصادي بعد الأزمة البترولية منذ سنة 2014 لغاية يومنا هذا، من خلال إبراز ملامح وأسباب العجز والإجراءات الاستعجالية المتخّذة ضمن قوانين المالية منذ سنة 2015، ثمّ البحث في الخيارات التمويلية المتاحة للانفاق العام وتغطية العجز في الموازنة العامة وإمكانية تفعيلها. وقد خلصت الدراسة إلى أنّ التوسع في الانفاق قبل الأزمة البترولية كان له الأثر البالغ على العجز الموازني، وأنّه رغم الإجراءات المتخذّة منذ سنة 2015 من رفع في الضرائب والرسوم وتجربة القرض السندي، وترشيد الانفاق تواصل العجز وبقي البحث حثيثا على مصادر بديلة لتمويل الانفاق العام، على غرار التمويل الإسلامي والتمويل غير التقليدي ضمن سياسة التيسير الكمي، مع ضرورة توفّر الشروط الدنيا لتفعيل هذه الخيارات. This study aims to reveal the characteristics of the general budget deficit in Algeria In two contradictory phases of economic policy: Expansion of the period (2001-2014), And deflation After the oil crisis since 2014 until today, Where the study identifies the causes of disability and emergency measures taken within the financial laws since 2015. Then search for the financing options available for public spending and covering the deficit in the general budget and the possibility of activation. The study concluded that the expansion of spending before the oil crisis had an impact on the budget deficit. Many measures have been taken since 2015: Raise taxes, offering government bonds and rationalization of expenditure but the deficit continues. Therefore, there is a need to search at alternative sources of public spending financing, Such as Islamic finance and non-conventional financing, with the minimum conditions for activating these options.
