تفعيل الجباية المحلية للجماعات المحلية بالجزائر

Résumé: حاولت الجزائر و منذ عدة سنوات مضت إرساء مبدأ اللامركزية، الذي يعتبر أهم وسيلة لتحقيق التنمية المحلية، ويتضح هذا جلياً من خلال الصلاحيات الواسعة التي أُوكلت للجماعات المحلية ( الولاية و البلدية ) عبر الإصلاحات المستمرة، التي مستها كهيئة لامركزية تؤدي دوراً هاماً في الحياة الاقتصادية و الاجتماعية، من خلال تنفيذ برامج التنمية المحلية و السهر على تلبية الحاجات العامة للأفراد و التكفل بانشغالاتهم. و يقتضي ذلك حصول الجماعات المحلية على إيرادات مالية ضخمة لتغطية نفقاتها، بحيث تُعد الموارد الجبائية المحلية أهم مصادر التمويل المحلي، فبالرغم من مجهودات السلطات الحكومية في مجال إصلاح النظام الجبائي، إلا أن هذا الجهاز لم يرقى لمستوى النظام الجبائي الفعال، وهذا راجع لعدة اعتبارات منها نقائص في الموارد المالية والبشرية ، الأمر الذي أثر سلبا على حصيلة الجباية المحلية، ما جعل السلطات الحكومية تعمل على تعبئة الموارد العائدة للجماعات المحلية وتفعيل الجباية المحلية بهدف دعم المسار التنموي على مستوى إقليمها.
