الفساد الإداري: تجاوز المفهوم السليم للسلطة والمسؤولية في الوظيفة الإدارية

Résumé: تهدف هذه الورقة إلى البحث في بعض أشكال الفساد الإداري التي ترتبط بحجم السّلطة الممنوحة للمسؤولين الإداريين والتي تسمح لهم باستغلال مناصبهم خارج إطار القانون والتّلاعب بسلطة القرار والتّعسّف في استخدام الصّلاحيات المقررة بموجب القوانين والتّنظيمات وما ينتج عن ذلك من مظاهر كالتهرب من أداء المسؤوليات وانتشار الفساد داخل الأجهزة الإدارية كإساءة استعمال السّلطة واستغلال النفوذ وبيروقراطية الإدارة، حيث يشكل الفساد الإداري أكبر عوائق تنمية المجتمعات وما ينتج عنه من آثار سلبية على نجاعة الأجهزة الإدارية وجودة الخدمة المقدمة للمواطن. This paper aims to investigate some forms of insidious corruption that are related to the size of the authority granted to administrative official , which allows them to exploit their positions outside the framework of the law, manipulate the authority of decision and abuse the powers established by laws and regulations and the resulting manifestations such as evasion from the performance of responsibilities and the spread of corruption within administrative agencies, such as abuse of power, abuse of influence, and bureaucracy of administration, where administrative corruption is the biggest obstacle to developing societies and the negative effects it has on the efficiency of administrative agencies and the quality of service provided to citizens.
