التأصيل الديمقراطي في مشروع عبد الله العروي

Résumé: ملخص: تتميز الأنظمة العربية بنقص في شرعيتها الدستورية فهي تنشأ إما إثر انقلاب عسكري أو نظامي ملكي أو حكم تسلطي يعتمد على الطبقة أو نظام قبلي عشائري، طالما أن السلطة السياسية غير مستمدة من الشعب عن طريق الانتخابات الحرة المباشرة دون تزييف أو تلاعب بنتائج الانتخابات ودون قهر أو تخويف للمرشحين من أجل ضمان نتيجة شبه اجتماعية على الرئيس والمرشح الواحد مدى الحياة. وتبدو مسيرة "عبد الله العروي" الثقافية شديدة الانسجام مع هذه المرحلة التاريخية التي شهدها العالم العربي وكذا الفكر العربي المعاصر "فالعروي" ليس كبقية الباحثين، إن وراءه إنتاجًا فكريا ضخما، وتراكما معرفيا مميزا، وله معرفة عميقة بتاريخ المغرب وكذلك فاعليته التنويرية في الأوساط الثقافية العربية والأوروبية وحتى الأمريكية. ولعل أسلوبه في طرح قضايا سجالية مثل: (الأيدولوجيا والتاريخ والرواية) قد ميّزه بين الباحثين العرب، خاصة في تناوله لقضية تبرير تأخر العرب التاريخي ورفضه للتقسيم بين الثقافي والسياسي وشدد على تكاملهما لبناء نهضة عربية جديدة. فلا تكفي أن تكون السلطة في نظره بيد جماعة تريد الإصلاح وبناء مجتمع متقدم وراقي يكرّس للديمقراطية وحرية الرأي والمساواة، إذا كانت هذه الجماعة ذات ثقافة ضعيفة. لأن الدولة أداة فاعلة لتطوير المجتمع وليست مجرد آلة لاستغلاله وقهره. Abstract : Arab regimes are characterized by a lack of constitutional legitimacy. They arise either as a result of a military coup, a monarchy, or an authoritarian rule based on the class or a tribal system, as long as the political power is not derived from the people through direct free elections without forgery or manipulation of the election results and without oppression or intimidate the candidates in order to ensure a semi-social result for the president and one candidate for life. And Abdullah Al-Arwi's cultural march seems very consistent with this historical stage witnessed by the Arab world, as well as contemporary Arab thought , “Al-Arwi” is not like the rest of researchers , so, behind him a huge intellectual production, and a distinctive accumulation of knowledge, and he has a deep knowledge of the history of Morocco as well as his enlightenment effectiveness in the Arab cultural circles, European and even American. Perhaps his method of presenting controversial issues such as: (ideology, history and the novel) distinguished him among Arab researchers, especially in his handling of the issue of justifying the Arabs' historical delay and his rejection of the division between the culture and the politics and he bases on their complementarity to build a new Arab renaissance. It is not sufficient for the authority to be in the hands of a group that wants to reform and build an advanced and sophisticated society dedicated to democracy and freedom of opinion and equality, if this group has a weak culture. Because the state is an effective tool for the development of society, not just a machine for exploitation and oppression
