استراتيجية التحول نحو العمل المصرفي الإسلامي في الجزائر – الآليات والمعوقات-

Résumé: تهدف هذه الدراسة إلى إبراز دوافع وأليات عملية التحول نحو العمل المصرفي الإسلامي، وأهم الشروط والتحديات التي تواجهه المصارف التقليدية في انتقالها الكلي أو الجزئي نحو الصيرفة الإسلامية، خاصة مع تصاعد حدة المنافسة بين المصارف الإسلامية والتقليدية ما جعل هذه الأخيرة تعمل على تقديم منتجات مالية وفق الضوابط الشرعية كبديل للمعاملات الربوية، وقد بادرت الجزائر بإجراء إصلاحات على جهازها المصرفي بإصدار النظام 20-02 والقانون 23-09 المتضمن القانون النقدي والمصرفي، وتبني الصيرفة الإسلامية رسميا بعد تجربة بنك البركة ومصرف السلام، بالسماح لمختلف البنوك لتسويق منتجات مالية تتوافق وأحكام الشريعة الإسلامية من خلال انشاء شبابيك إسلامية داخل هذه البنوك، والتي تعد خطوة إيجابية تدريجية للتحول نحو العمل المصرفي الإسلامي. This study aims to highlight the motivations and mechanisms behind the process of transitioning to Islamic banking. It will also delve into the essential conditions and challenges faced by conventional banks as they undergo a full or partial shift towards Islamic banking. This is particularly relevant in the context of increasing competition between Islamic and conventional banks, which has prompted the latter to introduce Shari'a-compliant financial products as an alternative to interest-based transactions. Algeria has taken the initiative to reform its banking system by issuing laws 20-02 and 23-09, which encompass the monetary and banking law. This has led to the official adoption of Islamic banking following the experience of Al Baraka Bank and Al Salam Bank. The country has allowed various banks to market financial products compliant with Islamic law by establishing Islamic windows within these institutions. This is considered a positive, gradual step towards a full-scale transition to Islamic banking.
