عمليات بناء السلام في هايتي

Résumé: تهدف هذه الورقة إلى تسليط الضوء على عمليات السلام( صنع السلام، حفظ السلام، وبناء السلام ) التي وضعتها الأمم المتحدة كمراحل لإحلال السلام في مناطق النزاع ، مع التركيز على بناء السلام لكون العمليات السابقة غير كافية لتحييد العنف خاصة في النزاعات المتأصلة التي تمتد جذورها لمراحل زمنية سابقة. مع التركيز على منطقة أمريكا الوسطى والكاريبي وتحديدا هايتي التي يمكن ان نتتبع فيها جميع مراحل السلام التي أقرتها الأمم المتحدة، ومن هنا جاءت الإشكالية كسؤال توسطي بين تلك المراحل لتحاول فحص مدى قدرة الفواعل الدولية والوطنية والمحلية في كل مرحلة على منع العنف المباشر وإحلال سلام مستقر، والبحث في ما إذا كانت الإمكانات التي سخرتها تلك الفواعل كافية لتغيير مسار النزاع في هايتي وإحلال ثقافة السلام من خلال بناء المؤسسات وبناء الأفراد. واستنادا لعناصر بحثية متسلسلة ننطلق فيها من وضع عدسة التنظير على النزاع في هايتي لتحديد طبيعة هذا الأخير والوقوف على اهم أسبابه كعنصر أول ننتقل إلى فحص نتائج محولات إرساء السلام في هايتي كعنصر ثاني لنقف بعدها في العنصر الثالث على أهم الإصلاحات التي تم تبنيها في إطار بناء السلام في هايتي لنحاول في الأخير الكشف عن أهم الإختلالات التي تحتاج إلى تقويم لإرساء السلام الإيجابي الذي تحتاجه هايتي. Abstract: This paper aims to highlight peace operations which established by the United Nations,) peacemaking, peacekeeping and peace-building (, with emphasis on the latter because previous operations are not sufficient to neutralize violence especially in the deep conflict that rooted for phases. With a focus on Central America And the Caribbean, specifically Haiti where we can follow all stages of peace process of United Nations. So that we try to examine the ability of international, national and local actors to prevent direct violence and to establish positive peace in each stage, and look into whether the proposes of peace actors s are sufficient to change the course of the conflict , And establish of peace culture through institution and individual-building. According to research items we start putting lens endoscopy on conflict in Haiti to determine the nature of the latter and identify the most important causes of conflict as a first step, next we examine the results of peace processes in Haiti , To stand in the third element on the main reforms that have been adopted in the Haiti, finally we reveal the major imbalances that need to be straightened for positive peace needed by Haiti.
