Résumé: The aim of this study centered on the concept of quality’s manifestations to university professor in higher education to improve his performance, and in order to know the professor’s quality manifestations. The study focused on the factors that may help in improving professor’s quality by his academic formation and the role of technology (technology devices) and what effect does it have on his performance , and the role of organizational climate; besides of that taking into account scientific indicators or signs which are important in improving the university professor’s performance, that symbolized in pedagogical standards and the importance of electronic learning , in addition, knowing the obstacles that may obstruct or hinder the university professor ( the administrative , cognitive and organizational) and different opinions were taken from people( university professors) inside the university of Mohamed Khider-Biskra. And sample of 210 university professors was selected, out of 1402 professors from the University of Biskra, and then 15 percent (15%) represents the study population. Here, the investigator asked a main question, which is: What is the effect of higher education quality principles or standards on the researcher’s performance at Mohamed Khider University of Biskra? Also there are three sub-questions: 1) What are the factors that may help university professor in improving his performance at Mohamed Khider- University of Biskra? 2) What are the scientific signs that do the university professor in improving his performance at Mohamed Khider University? 3) What are the obstacles that may face the university professor at Mohamed Khider University? And the researcher used the descriptive method in order to analyze his study, with regard to collecting data; we relied on questionnaire, measurement, observation and the interview. Through the outlooks and the opinions of the surveyed professors, the manifestations of quality in higher education are attained through the questions that have been asked, and the achieved results are as following: The first question marked by the factors that may help professor’s quality improvement, it came to 62, 28 percent (62, 28%) divided over the following elements: Firstly ,The formative side 44,66 percent (44,66%) ,secondly, on the role of technology in improving the professor’s performance amounted to 72,43 percent(72,43%) , and thirdly, on the organizational climate amounted to 69.76 percent(69.76%), and according to professor’s opinions and views that there are statistically significant variations concerning the factors the help in improving the quality of education. As for the second question concerning the scientific signs that do the university professor in improving his performance at Mohamed Khider University, the result that has been attained was 69.41 percent (69.41%) that was divided on two elements, the pedagogical indicators that is helping the professor amounted to 79.68 percent (79.68%) and using the electronic learning for improving the quality of learning was 59.15 percent (59.19%), it means that there are statistically significant variations with regard to the scientific indicators approved out by the professor. Concerning the question about the obstacles of the higher’s education quality, here the researcher that amounted to 67.10 percent (67.10%),which 61.92 percent (61.92%) are organizational obstacles, and 71.13 percent (71.13%) are cognitive obstacles, and at last 68.26 percent (68.26%) are administrative obstacles, so this means , that there are statistically significant variations concerning the obstacles of higher education
