أثر السياسة المالية على ترقية الإستثمار الأجنبي المباشر بالجزائر: دراسة قياسية 1993-2019

Résumé: تهدف هاته الدراسة لقياس أثر السياسة المالية بمختلف أدواتها المتبعة في الجزائر، على ترقية الإستثمار الأجنبي المباشر خلال الفترة 1993-2019، ذلك أنّ السياسة المالية هي السياسة الإقتصادية الأكثر فعّالية في الدول النامية، ويعدّ الإستثمار الأجنبي المباشر أحد أدوات تمويل التنمية، خاصة في ظل شح الموارد المالية للجزائر بعد تراجع أسعار النفط سنة 2014. توصلت الدراسة بالإستعانة بنموذج متجه الإنحدار الذاتي (VAR)، إلى وجود علاقة طردية بين تدفقات الإستثمار الأجنبي المباشر وكل من نفقات التجهيز والجباية العادية، وإلى وجود علاقة عكسية بين تدفقات الإستثمار الأجنبي المباشر وكل من نفقات التسيير والجباية النفطية. This study aims to measure the effect of fiscal policy, with its various tools used in Algeria, in attracting foreign direct investment (FDI) during the period 1993-2019,as the fiscal policy is the most effective economic policy in developing countries, and FDI is a tool for financing development, especially in the light of financial resources’ scarcity in Algeria, and after the decline of oil prices in 2014. By the use of VAR model, the study concluded that there is a direct relationship between foreign direct investment flows and both capital expenditures and regular taxes, however, an inverse relationship between FDI flows and each of operating expenses and oil taxes is noticed.
