المنظومة القانونية للمرفق العام الإلكتروني في الجزائر

Résumé: إن تحول نظام الإدارة العمومية التقليدية إلى الصيغة الإلكترونية، يستلزم بالضرورة سن قواعد قانونية جديدة تتضمن مفاهيم مستحدثة تتلاءم مع متطلبات البيئة الرقمية، لمصطلحات مثل: الإدارة العمومية والمرفق العام والخدمة العامة والعمل الإداري والموظف الإداري والقرارات والعقود الإدارية، من أجل تمكين المواطن من الوصول السريع والكفء والسهل وغير المكلف ماليا ولا محدد بأوقات العمل الرسمية، للمعلومات والوثائق والخدمات الإدارية التي يحتاجها، بما من شأنه توفير المزيد من الشفافية والجدارة للمؤسسات الحكومية وتعزيز علاقة واقتناع المواطن بدولته، وهي الأهداف التي تسعى الجزائر لتحقيقها من خلال التحول الالكتروني للمرافق العامة فيها. The transformation of the traditional public administration system into the electronic version of it, is necessarily depends on drafting a new legal rules that incorporate innovative concepts adapted to the requirements of the digital environment, to the terms of: public administration, public utility, public service, administrative work, administrative staff, and administrative decisions and contracts, in order to enable citizens to have a rapid, efficient, inexpensive financially, and unlimited with official working hours, to the information, documents and administrative services they need, which would provide greater deal of transparency and merit to the government institutions, and enhance the citizen relationship with his country. These goals, Algeria seeks to achieve through the electronic transformation of its public administration.
