دور نظام الوقاية في سلامة الأنشطة البترولية البحرية في التشريع الجزائري

Résumé: ملخص: تناقش هذه الورقة البحثية مدى فعالية نظام الوقاية الجزائري المتعلق بسلامة الأنشطة البترولية البحرية، خصوصا وأن هذه الصناعة تعرف العديد من المخاطر ولها تأثيرات مختلفة على البيئة البحرية، وعرفت العديد من الحوادث الخطيرة، حيث تم مناقشة مضمون نظام الوقاية والتدابير والإلتزمات والحقوق التي نص عليها، المطبقة في المنشآت البترولية البحرية وعلى العاملين على متن هذه المنشآت، وتحديد ما إذا كانت هذه التدابير والالتزامات والحقوق لها فعالية في مواجهة المخاطر الناجمة عن الأنشطة البترولية البحرية، وضمان سلامة المنشآت البترولية البحرية والعاملين على متنها. Abstract: This paper discusses the effectiveness of the Algerian prevention regime related to the safety of offshore petroleum activities, especially given the numerous risks associated with this industry and its various impacts on the marine environment, it has known many serious accidents. The content of the prevention regime, measures, obligations and rights specified for application on offshore petroleum installations and for workers on these installations, aims to determine whether these measures, obligations and rights effective in mitigating the risks associated with offshore petroleum activities, ultimately ensuring the safety of both the petroleum installations and personnel on board.
