أثر التكامل بين الانفاق الاستثماري العام والخاص على النمو الاقتصادي في الجزائر دراسة قياسية للفترة (2004/2021)

Résumé: يتفق الاقتصاديون جميعا على الأثر الموجب الذي يلعبه الانفاق الاستثماري على النمو الاقتصادي، إلا أنه وعلى الرغم من ذلك نجد ان هناك من يفرق بين الدور الذي يلعبه الاستثمار العام ونظيره من القطاع الخاص، فالبعض ينادي لتحييد الدولة عن فكرة المشاركة في العملية الاستثمارية، بينما يعتبر البعض الآخر أن الاستثمار العام شريك ضروري للاستثمار الخاص بل ومشجع له. ومن هنا تناقش هذه الدراسة أثر التكامل بين الانفاق الاستثماري العام والخاص على النمو الاقتصادي في الجزائر حيث توصلت إلى وجود علاقة تكاملية وسببية من الاستثمار العام باتجاه الاستثمار الخاص، كما توصلت إلى أن الانفاق الاستثماري الخاص يساهم بنسبة أكبر من القطاع العام في الناتج المحلي. All economists agree on the positive impact of investment spending on economic growth, However, we find that there are those who differentiate between the role played by public investment and its counterpart from the private sector. Some call for the state to be neutralized from the idea of participating in the investment process. Others see public investment as an essential partner and even an encourager for private investment. Hence, this study discusses the impact of integration between public and private investment spending on economic growth in Algeria. It found that there is a complementary and causal relationship from public investment towards private investment, and that private investment spending contributes a larger percentage of the public sector to GDP.
