مدى إمكانية تمويل مشروعات البنية الأساسية باستخدام الصكوك الإسلامية على ضوء بعض التجارب: حالة الطرق السيارة بالجزائر
Résumé: تبحث هذه المقالة في مشاريع البنية التحتية واستراتيجيات تمويلها، وجدوى استخدام الصكوك الإسلامية كأداة ذات كفاءة في تمويل هذه المشاريع، بالتطبيق على البنية التحتية للطرقات، والجزائر كغيرها من الاقتصاديات ذات الدخل المتوسط ينمو الطلب فيها على النقل السريع، فكلما ارتفع مستوى النشاط الاقتصادي زادت الحاجة إلى النقل الفعال، وهذا يخلق طلباً على تحسين الخدمات اللوجستية والبنية التحتية للنقل، بالتالي ستساهم الصكوك الإسلامية في حالة استخدامها لتمويل مشاريع الطرق السيارة في التنمية الاقتصادية. This article examines infrastructure projects and their financing strategies, and the feasibility of using Islamic sukuk as an efficient tool in financing these projects, by applying it to road infrastructure. To efficient transportation, and this creates a demand for improving logistics services and transportation infrastructure, and therefore Islamic sukuk, if used to finance highway projects, will contribute to economic development.
