تأثير بطاقة الأداء المتوازن على اتخاذ القرار بالمؤسسة الاقتصادية الجزائرية (دراسة حالة بمؤسسة مطاحن الأغواط)

Résumé: يهدف هذا البحث الى تقديم مفهوم لبطاقة الأداء المتوازن كأداة من ادوات التسيير الحديثة والفعالة في قياس وتقييم الاداء في المؤسسة وكيفية مساهمتها في اتخاذ القرارات الإدارية، وذلك من خلال التعرف على واقع تطبيق هذا الأسلوب في المؤسسات الاقتصادية الجزائرية والتعرف على الصعوبات والمعوقات التي تواجه تطبيقه. ولتحقيق هذه الدراسة تم تصميم استبانة وزعت على عينة عشوائية من مجتمع الدراسة والمكونة من العاملين في مؤسسة مطاحن الأغواط والبالغ عددهم 32 عامل ولقد توصلت الدراسة الى مجموعة من النتائج اهمها: وجود علاقة ذات دلالة احصائية بين استخدام بطاقة الأداء المتوازن بأبعادها الاربعة وعملية اتخاذ القرار. ولذا اقترحنا ضمن توصيات الدراسة الى ضرورة توعية الجهاز الإداري وخاصة الإدارة العليا للمؤسسة بأهمية تطبيق هذا الأسلوب في عملية اتخاذ القرارات وذلك استجابة الى المتغيرات البيئية السريعة وحدة المنافسة وضرورة الاستفادة من تجارب المؤسسات الرائدة في مجال تطبيق الأساليب الإدارية الحديثة. The aim of this research is to present a balanced scorecard concept as a modern and effective management tool to measure and evaluate the institution's performance and its role in decision-making by recognizing the reality the application of this method in the Algerian economic institutions and identifying the difficulties and obstacles encountered in its application. To carry out this study, a questionnaire was designed and distributed to a random sample of the population of 32 workers in Laghouat Mills East, who obtained a number of results, the most important of which are: a statistically significant relationship between the use of the Balanced Scorecard and its decision-making. Therefore, we suggested in the recommendations of the study that the administrative body, in particular the general direction of the institution, be aware of the importance of the application of this method to the decision-making process in response. rapid environmental variables and the need to draw on the experience of the main institutions in the application of modern administrative methods.
