آلية وارسو الدولية للخسائر و الأضرار المناخية

Résumé: مـلخـص: لا ينكر أحدا أن الأثار السلبية للتغيرات المناخية أصبحت في السنوات الأخيرة جلية للجميع، هذه الأثار السلبية تسمى بالخسائر والأضرار، فلا تكفي جهود الدول في التخفيف وحتى التكيف في مواجهتها، خاصة بالنسبة للدول النامية. وحضي هذا الموضوع بأهمية كبرى في المفاوضات المناخية في السنوات الأخيرة. وكإستجابة من المجتمع الدولي لهذا الموضوع أسفرت المفاوضات المناخية سنة 2013 إلى تبني آلية وارسو الدولية لمواجهة الخسائر والأضرار التي تصيب البشرية والبيئة، على الرغم من الخلافات الكبيرة بين الشمال والجنوب حول الطبيعة القانونية لهذه الآلية وكذا المكانة التي تحضى بها في النظام القانوني الدولي لتغير المناخ. Abstract: No one denies that the negative effects of climate change have become evident to all in recent years ,these negative effects are called losses and damages, so countries efforts in mitigating and even adapting to them are not enough,especially for developing contries.this issue has been of great importance in climate negotiations in recent years . As a response from the international community to this issue, climate negotiations in 2013 led to the adoption of the warsaw international mechanism to face the losses and damages to mankind and the environment ,despite the great difference between the north and the south over the legal nature of this mechanism and the place it occupies in the international legal system for climate change .
