تقلبات أسعار البترول وانعكاساتها على الميزانية العامة في الجزائر خلال الفترة (2000- 2016)

Résumé: تهدف الدراسة إلى تحليل انعكاس تطورات أسعار البترول الخام في السوق العالمية للبترول على الميزانية العامة في الجزائر خلال الفترة (2000- 2016)، حيث عرفت أسعار البترول منذ مطلع الألفية الحالية تقلبات حادة أثرت بشكل واضح على الميزانية العامة في الجزائر التي تعتمد على الجباية البترولية في تغطية نفقاتها العامة، وتوصلت الدراسة إلى أن الميزانية العامة عرفت عجزا ملحوظا خلال معظم سنوات الدراسة بالرغم من الارتفاع المسجل لأسعار البترول خلال الفترة، ويرجع ذلك إلى السياسة الإنفاقية التوسعية التي انتهجتها الجزائر وإلى الجباية البترولية المقدرة على أساس السعر المرجعي للبترول. The study seeks to analyze the impact of the crude oil prices on the public budget in Algeria during the period 2000-2016. In this sense, the oil prices witnessed from the beginning of the millennium hard fluctuations, the fact that exercises its evident influences on the public budget in Algeria. What heightened the situation is that Algeria depends exclusively on the oil revenues to cover its expenditures. This study concluded that the public budget in Algeria recorded a remarkable deficit during the period of investigation even with the augmentation of the oil prices. This situation is due to expansionary expenditure policy adopted by Algeria based on the oil price reference.
