Résumé: ملخص: تهدف هذه الرقة البحثية إلى التعرف على آليات تنفيذ الصفقات العمومية وآليات الرقابة عليها من قبل الهيئات المختصة في إطار المرسوم الرئاسي 15-247. وقد خلصت الدراسة إلى بعض النتائج أهمها أن الصفقات تعتبر من الآليات المهمة التي تساهم في تحقيق التنمية المحلية، كما خلصت الدراسة إلى أن هناك بعض الصعوبات التي واجهت المؤسسة محل الدراسة عند تطبيقها للمرسوم الرئاسي 15-247، بالإضافة إلى أنها تعاني من بعض الثغرات والنقائص التي باتت تواجهها دون أن يحددها المشرع بصفة مباشرة ودقيقة بل اكتفى بتصحيحها بمراسلات. كلمات مفتاحية: الصفقات العمومية، المرفق العام، الرقابة على الصفقات العمومية. Abstract: This paper aims to identify the mechanisms of implementing public transactions And mechanisms of control by the competent bodies within the framework of Presidential Decree 15-247.
