الدبلوماسية المائية كنهج لإدارة نهر الراين

Résumé: تهتم هذه الدراسة البحثية ببيان مفهوم الدبلوماسية المائية كنهج لإدارة المياه المشتركة بين الدول كمياه الأنهار الدولية نظرا لأهمية هذه الأخيرة وتعدد استخداماتها الحديثة ، و في ظل المشاكل التي تواجهها الأنهار الدولية ، وتجنبا للنزاعات بين الدول النهرية المتشاطئة وفي سبيل تفعيل الدبلوماسية المائية تم إيجاد بعض الآليات الدبلوماسية والقانونية و وضع أطر قانونية ومؤسساتية للتعاون الدولي المائي بين الدول النهرية المتشاطئة ، وتظهر أهمية البحث في معرفة مدى فعالية نهج الدبلوماسية المائية في إدارة الأنهار الدولية . ويعد نهر الراين نموذجا رائدا في تفعيل الدبلوماسية المائية يظهر ذلك من خلال جهود التعاون الدولي والعمل الجماعي بين الدول المتشاطئة لنهر الراين المبذولة في هذا الشأن ، وهذا بالقيام بعدد من المشروعات المشتركة بين دول نهر الراين والتي أدت إلى تحقيق التقارب والتعاون الناجح بين دول حوض الراين و وصلت إلى درجة التكامل بينها . This research study is concerned with explaining the concept of water diplomacy as an approach to managing shared waters between countries, such as the waters of international rivers, in view of the importance of the latter and the multiplicity of its modern uses, and in light of the problems faced by international rivers, and to avoid conflicts between riparian river countries and in order to activate water diplomacy, some diplomatic mechanisms were created. Legal and development of legal and institutional frameworks for international water cooperation between riparian countries, The importance of research appears in knowing the effectiveness of the water diplomacy approach in managing international rivers . The Rhine River is a pioneering model in activating water diplomacy. This is demonstrated through the efforts of international cooperation and collective work among the countries riparian to the Rhine River exerted in this regard, and this is through the implementation of a number of joint projects between the countries of the Rhine River, which led to achieving rapprochement and successful cooperation between the countries of the Rhine Basin. It has reached the point of integration between them .
