الإبلاغ المالي الحكومي بالجزائر وفق المعايير المحاسبية الدولية للقطاع العام كآلية لتجسيد الحكامة المالية بالجزائر – قراءة تحليلية للقانون 23/07

Résumé: تهدف هذه الدراسة إلى تسليط الضوء على أهم مستجدات القانون 23-07 للوقوف على مدى مساهمتها في تحسين جودة الإبلاغ الحكومي في الجزائر وتجسيد الحكامة المالية بها. وقد توصلت الدراسة إلى أن تطبيق محاسبة الذمة المالية وفق المحاسبية الدولية للقطاع العام سيضمن تحسين جودة المعلومات المحاسبية وتحقيق كفاءة القوائم المالية، والتي يمكن إعتمادها كأداة أساسية لتقييم ورقابة أداء القطاع العام ومسائلته على التصرف في المال العام. This study aims to highlight on the most important developments in Law 23-07 to determine the extent of its contribution to improving the quality of government reporting in Algeria and embodying financial governance therein. The study concluded that applying financial liability accounting in accordance with the International Public Sector Accounting will ensure improving the quality of accounting information and achieving the efficiency of financial statements, which can be adopted as a basic tool for evaluating and monitoring the performance of the public sector and holding it accountable for the disposal of public funds.
