Résumé: تهدف هذه الورقة البحثية إلى توضيح أهمية الضبط الاقتصادي في تسيير المرفق العمومي الاقتصادي في الجزائر، وذلك بالتطرق إلى التأصيل النظري لفكرة المرفق العمومي، وضرورة وجود سلطة مستقلة كآلية لمراقبة أداء هذا المرفق، مع الإسقاط على قطاعات: البريد والمواصلات، المياه، الكهرباء والغاز. وخلصت الدراسة إلى أن فعالية سلطة الضبط وتأثيرها الإيجابي على حسن سير المرفق العمومي واستمراريته، يتوقف على مدى الاستقلالية العضوية والوظيفية لهذه السلطة. Abstract: The objective of this sresearch article is to clarify the importance of the economic regulation in the management of the public economic service in Algeria. This canbethrough the fundamental theoriticalidea of the public service, and the necessity of the existence of an independent authority as a mechanism to control this public performances focusing on the followingsectors : mail and telcommunication , water, electricity and gas . This study concludethat the efficiency of the regulation authority and its positive impact on the good management of the public service, as well as itscontinuity depends to the extent of the organic and functional independence of thisauthority.
