الإدارة الرقمية و الخدمة العمومية أي إدارة؟ و أي خدمة ، أي مجتمع ؟

Résumé: لقد كان من نتائج التقدم التكنولوجي وافرازات العولمة حتمية توجه كل نظام سياسي قائم نحو إيجاد الآليات الإدارية الكفيلة بتحقيق رضا المواطن و تقديم خدمات ذات نوعية و بأسرع وقت ممكن و في إطار التنظيم لقانوني المتاح ، وهو ما دفع اغلب الدول إلى التوجه نحو فكرة عصرنة الإدارة و المؤسسات العمومية بهدف تحسين الخدمة العمومية وترقيتها هذا الهدف يرتبط ارتباطا وثيقا بتوفير البيئة الرقمية التي تساعد على تفعيل الإدارة الالكترونية من خلال ترقية المجتمع من صورته التقليدية إلى مجتمع معلوماتي دون المساس بالقيم و التقاليد المجتمعية وهو ما يشكل تحديا واضحا أمام السلطات السياسية في سبيل بلوغ تعميم الإدارة الالكترونية على كافة المستويات. Abstract : The results of technological progress and the repercussions of globalization are inevitable. Every political system is directed towards finding administrative mechanisms to achieve citizen satisfaction and provide quality services as soon as possible and within the framework of the regulation of available laws. This led most countries to move towards the idea of modernization.
