أثر الامتثال للسياسة البيئية على القدرة التنافسية لصادرات دول نامية مختارة -دراسة قياسية باستخدام بيانات البانل لعينة من 5 دول نامية (2007-2016)-

Résumé: The aim of this paper is to estimate the impact of environmental policy compliance on export competitiveness in five selected developing countries: Algeria, Morocco, Tunisia, Saudi Arabia and Qatar. this study has applied fully modified OLS ”FMOLS” which are able to accommodate considerable heterogeneity across individual members of the panel And allow to get unbiased results. by using annual data from 2007 to2016 of Ratio of net exports to gross domestic product, environmental performance indicator, Ratio of total capital formation to GDP, and ratio of labor to the total population. Most important conclusion of the study is the negative impact of environmental policy compliance on export competitiveness in developing countries surveyed. Although of its small impact (3.24) it should be considered in many developing countries especially the surveyed one comply to most environment agreements (Convention on International Trade in Endangered Species of Wild Fauna and Flora , Basel Convention on the Control of Tran boundary Movements of Hazardous Wastes and their Disposal in 1989,Kyoto protocol of climate change ) ,and has committed to climate change agreement , however developed countries use environmental standards and requirements as new protection measurements in foreign trade, which may Deepening the negative impact. In light of the above, some key recommendations could be considered as fellow: -Setting up a statistic center to evaluate the environment compliance cost - Ensuring the transparency of information on environment stringency that contributes to the optimal identification of export prices - Encourage the environmental innovation and set up funds to support environmental innovation in developing countries by helping them to comply without affecting their exports. - Promote the cooperation between developed and developing countries to ensure balancing costs of climate change adaptation and technology transfer.
