الإطار القانوني للإستثمار السياحي وانعكاساته على الوضع الإقتصادي في الجزائر

Résumé: تهدف هذه الورقة البحثية إلى التعرّف على مفهوم الإستثمار السياحي وإبراز تنظيمه القانوني من طرف المشرع الجزائري، وكذا التعرّف على أهميته ودوره من الناحيتين الإقتصادية والإجتماعية، وفي الأخير تشخيص أهم العوائق التي حالت دون تحقيق التطور المنشود للإستثمار في قطاع السياحة في الجزائر . أمّا بخصوص النتائج المتوصل إليها فيمكن تلخيصها في نتيجة واحدة هي أنّ غياب الإرادة السياسية الجادة والفعالة والمستمرة هي السبب وراء النكسات المتوالية التي حالت دون تطور الإستثمار في القطاع السياحي، وقد انتهت هذه الورقة البحثية بوصيات اقترحناها وحاولنا من خلالها تلافي مختلف الأسباب التي أدّت إلى فشل تحقيق استثمار حقيقي في قطاع السياحة . This research paper aims to identify the concept of tourism investment and to highlight its legal regulation by the Algerian legislator, as well as to identify its importance and role from the economic and social perspectives, and finally to diagnose the most important obstacles that prevented the desired development of investment in the tourism sector in Algeria. As for the results obtained, they can be summarized in one result, which is that the absence of a serious, effective and continuous political will is the reason behind the successive setbacks that have prevented the development of investment in the tourism sector. A real investment in the tourism sector.
