الدولة الوطنية وإعادة تشكيل مفهوم السيادة في ظل العولمة

Résumé: تعرضت سيادة دولة ويستڤاليا في ظل طوفان العولمة للكثير من التغيير وفق تصورات جديدة، حيث باتت تلك السيادة تتخذ أكثر من شكل وتؤدي أكثر من وظيفة، فظهرت السيادة النسبية والمقيدة، والسيادة الإستيعابية(الدول عبر الحدود)، وسيادة التقنية، والسيادة الخُلُقية، والسيادة المنشطرة أو المجزأة، في حين أصر آخرون أن السيادة الجديدة ليست واحدة بل هي "مختلفة" بين دول عظمى كأمريكا مثلاً عن غيرها من سيادات العالم المستضعف والتي هي بالضرورة(سلبية، ومصطنعة، ومنقوصة، ورمزية، وأحياناً فاشلة ومنهارة، أو حتى مستباحة ...الخ) . Abstract: The sovereignty of the Westphalian state under the flood of globalization has undergone a lot of change according to new perceptions, as this sovereignty has taken more than one form and performed more than one function. Relative and restricted sovereignty, assimilationist sovereignty (cross-border states), technological sovereignty, moral sovereignty, and divided or fragmented sovereignty have emerged, while others have insisted that the new sovereignty is not one but rather “different” between great powers such as America, for example, from other sovereignties of the weak world, which are necessarily (negative, artificial, deficient, symbolic, sometimes failed and collapsed, or even violated...etc.(. key words: Nation-state; Westphalia; globalization; borders; new conceptions of sovereignty.
