الجماعات المحلية كدعامة أساسية في تحقيق التنمية المحلية المستدامة دراسة حالة بلدية وادي العثمانية خلال الفترة 2002-2020

Résumé: الملخص : تهدف هذه الدراسة إلى إبراز دور الجماعات المحلية في تحقيق التنمية المحلية المستدامة حيث يمكن الاعتماد عليها في تنفيذ السياسة العامة للدولة، خاصة وأن الجزائر قد التزمت في برامجها التنموية بتحقيق أبعاد التنمية المستدامة، وقد تطرقت الدراسة إلى تجربة بلدية وادي العثمانية بولاية ميلة في تحقيق التنمية المحلية المستدامة خلال الفترة 2002-2020. توصلت هذه الدراسة إلى أن الجماعات المحلية هي الشريك الأمثل للدولة في تحقيق التنمية الشاملة عن طريق التوجه نحو نموذج جديد للتسيير قائم على المبادرات والمشاريع المنشئة للثروة وتشجيع الاستثمار المحلي وحوكمة التنمية المحلية المستدامة. Abstract : This study aims to highlight the role of local communities in achieving sustainable local development as it can be relied upon in implementing the general policy of the state, especially since Algeria has committed itself in its development programs to achieving the dimensions of sustainable development, and the study touched on the experience of the Ouad Athemania municipality in the Wilaya of Mila in achieving sustainable local development During the period 2002-2020. This study concluded that the local communities are the ideal partner for the state in achieving comprehensive development by heading towards a new model of management based on initiatives and projects that create wealth and encourage local investment and governing sustainable local development.
