واقع وآفاق استخدام تقنية البلوك تشين في اقتصاديات المنطقة العربية

Résumé: تحاول هذه الدراسة بيان واقع وآفاق استخدام تقنية البلوك تشين في اقتصاديات المنطقة العربية في ظل المتغيرات العالمية المتسارعة، وهذا انطلاقا من إبراز الأطر المفاهيمية لتقنية البلوك تشين، وصولا إلى عرض مختلف المجالات الاقتصادية والمالية لتطبيق واستخدام هاته التقنية، ومن ثم إبراز بعض التجارب العربية لتطبيق واستخدام تقنية البلوك تشين، والاستفادة من مزاياها المتعدّدة. وأخيرا، تحديد العراقيل والصعوبات التي تواجه تطبيق تقنية البلوك تشين في المنطقة العربية أو تبطيء مسارها، لمعالجتها والاستفادة من الفرص الواعدة للتقنية. توصلت الدراسة إلى أن الجهود الحالية لحكومات المنطقة العربية من أجل تطبيق تقنية البلوك تشين هي مؤشر جيد لبداية مرحلة جديدة للتحول الرقمي، وتغييرات في التفكير الإداري ونمط الأعمال، ما ينقل مؤسسات القطاع العام والمالي والتجاري في الدول العربية إلى عتبة جديدة في القدرات التنافسية والتطويرية ويساعدها على خلق الابتكار والتجديد في أساليب الخدمات وتعزيز مستوى الكفاءة والإنتاجية، غير أنها لا تزال غير كافية وبحاجة إلى التوسيع والتطوير أكثر بمشاركة القطاع الخاص. This study attempts to show the reality and prospects of using the blockchain technology in the economies of the Arab region in light of the rapid global changes, and this is based on highlighting the conceptual frameworks of the blockchain technology, leading to the presentation of the various economic and financial fields for the application and use of this technology, and then highlighting some Arab experiences for the application and use of this technology. Blockchain technology and take advantage of its many advantages. Finally, identifying the obstacles and difficulties facing the application of blockchain technology in the Arab region or slowing its course, to address them and take advantage of the promising opportunities of this technology. The study concluded that the current efforts of the Arab region's governments to apply blockchain technology is a good indicator of the beginning of a new phase of digital transformation, and changes in administrative thinking and business style, which moves the public, financial and commercial sector institutions in the Arab countries to a new threshold in terms of competitiveness and development capabilities and helps them to Creating innovation and renewal in service methods and enhancing the level of efficiency and productivity, but it is still insufficient and needs to be expanded and developed more with the participation of the private sector. .
