واقع تسيير المخاطر في البنوك التجارية الجزائرية في ظل التكيف مع معايير لجنة بازل(دراسة حالة مجموعة من البنوك الجزائرية) The Reality Of Risk Management In Algerian Commercial Banks In Light Of Adaptation To The Standards Of The Basel Committee (case Study Of A Group Of Algerian Banks)

Résumé: This study aims to detemine the extent to which bank risk management in Algerian banks complies with Basel Committee standards by reviewing the most important most important reforms of the Algerian banking system befor and after the global financial crisis, by examining the reality of banking risk management in banks operating in Algeria (public, private and mixed). Among the results, we noted shortcomings in the application of Algerian banks, risk management standards in accordance withe Basel Committee agrements, especially withs regard to the publication of financial statements, wich represents major challenges for the full implementation of the Basel II agreement, and start on a solid basis the application of the Basel III Agreement. : نهدف من خلال هذه الدراسة إلى معرفة مدى تطابق عملية تسيير المخاطر البنكية في البنوك الجزائرية لمعايير لجنة بازل، وذلك من خلال التطرق لأهم المحطات الاصلاحية التي شهدها النظام البنكي الجزائري قبل وبعد الأزمة المالية العالمية، ولإسقاط هذا الجانب النظري على الواقع قمنا بدراسة واقع هذه العملية في البنوك العاملة بالجزائر (العمومية، الخاصة والمختلطة)، واستخدمنا في ذلك الاستبيان.وقد تبين لنا من جملة النتائج المتوصل إليها أنه توجد نقائص في تطبيق أساليب تسيير المخاطر بين ما أقرته لجنة بازل في اتفاقياتها وما تطبقه البنوك الجزائرية، بالإضافة عدم وجود افصاح حقيقي ملموس عن البيانات المالية، وهذا يشكل تحديات كبيرة تعيق اكمال تطبيق مقررات بازل2، والبدء في تطبيق مقررات بازل3.
