السياسة الخارجية الإيرانية تجاه المنطقة العربية من منظور الثّقافة الاستراتيجية

Résumé: تهدف هذه الورقة البحثية إلى تحديد سمات الثّقافة الاستراتيجية الإيرانية أولا، ثم تحديد الأطر النّاظمة للسلوك الإيراني ثانيا، ومدى تأثير الثّقافة الاستراتيجية على هذا السلوك وخياراته ثالثا. تهتم القافة الاستراتيجية بالقيم المركزية النّاظمة للسّلوك الإستراتيجي للدّول، وهو ما يتمظهر عمليا في رؤاها الاستراتيجية وخياراتها الأمنية؛ وفي الحالة الإيرانية تعمل الثّقافة الاستراتيجية لا كدليل عمل استراتيجي فحسب، إنّما ككابح لأي تفجير للمجتمع والدّولة في إيران من الدّاخل؛ عبر استحضار القيم التّاريخية والدّينية، التي تستدعي بدورها التّمَيز والتّفرد الحضاري للإيرانيين، لتتكون بذلك صورة نمطية مجتمعية حول دور ايران ورسالة شعبها للإنسانية تترجم جيو-بوليتيكيا في مشروع الدّولة الإسلامية، لترسم بدورها ملامح السياسة الخارجية الإيرانية نحو العالم والمنطقة العربية. This research paper aims to identify firstly, the characteristics of the Iranian strategic culture .Secondly, to determine the regulatory frameworks for Iranian behavior . Thirdly, the extent of the influence of the strategic culture on this behavior and its options .The strategic culture is concerned with the central values governing the strategic behavior of states, which is practically evident in their strategic visions and security options. In the Iranian case, the strategic culture acts not only as a guide for strategic action, but as a brake against any explosion of society and the state in Iran from within. By evoking the historical and religious values, which in turn call for the civilization and distinction of the Iranians, thus forming a social stereotype about the role of Iran and its people’s message to humanity that translates geo-politics in the project of the Islamic State. to draw in turn the features of Iran's foreign policy towards the world and the Arab region Keywords: Culture strategic, Foreign Policy, Strategic vision, strategic.
