تقدير قاعدة Taylor في الجزائر

Résumé: ملخص: تجسد القواعد النقدية سلوك البنك المركزي في توجيه السياسة النقدية من أجل تحقيق هدف الاستقرار الاقتصادي ، ومن أبرز تلك القواعد نجد قاعدة TAYLOR، والتي تعكس كيفية استجابة معدل الفائدة (السياسة النقدية) للتغيرات على مستوى الأسعار والنمو لتحقيق الهدف المرجو، ونهدف من خلال هذه الورقة تقدير قاعدة نقدية على شكل قاعدة TAYLOR بشكلَيها الأولي والمطور بالنسبة للجزائر خلال الفترة (2018 Q4-1994 Q1) باستخدام طريقة العزوم المعممة (GMM)، وخلصت النتائج إلى أنه بالرغم من توجيه بنك الجزائر معدلات الفائدة لتحكم في مستوى الأسعار وفق الصيغة مطورة للقاعدة (Augmented Taylor rule) واستجابته لمختلف التغيرات على مستوى التضخم والناتج، إلا أن طبيعة الهيكل الاقتصادي في الجزائر يفرض تأثيره السلبي على مسار السياسة. Abstract : The best monetary rules embody the behaviour of the central bank in directing the monetary policy in a way that guarantees macroeconomic stability. Among the most prominent of these rules, we find the Taylor rule, which reflects how to determine the level of interest rates to achieve the goal of price stability and growth. TAYLOR in its initial form and developed in Algeria during the period (1994 Q1-2018 Q4). We evaluated using the generalized momentum method (GMM), and the results concluded that despite the Bank of Algeria directing interest rates to control the price level according to the formula developed for the Augmented Taylor rule. And its response to various changes in the level of inflation and output, but the nature of the economic structure in Algeria imposes its negative impact on the course of politics.
