تفعيل بطاقة الدفع الإلكتروني اعتمادا على العملة الرقمية قراءة في ضوء قانون النقدي والمصرفي رقم 23-09

Résumé: الملخص: تهدف هذه الورقة البحثية إلى تسليط الضوء على تحدي البنك المركزي الجزائري في إصدار شكل جديد للعملات الرقمية في ظل الاقتصاد المشفر يدعى الدينار الرقمي الجزائري e-DZD،وهذا ما تجسد من خلال أخر إصدار لقانون النقدي والمصرفي سنة 2023،وكذا الآثار المترتبة عن اعتماد العملات الرقمية للبنك المركزي ودورها في تفعيل بطاقة الدفع الالكتروني،على أساس أن تقنية البلوكتشين تشكل تحديا وتوجها عالميا جديدا يتطلب إمكانية وتقنية عالية ويفعل روابط قائمة على اللامركزية واللاوساطة ،ولهذا أوجبت الدراسة بضرورة وضع آليات لعرض الدينار الرقمي الجزائري وتأثيره على بطاقة الدفع الالكتروني،ويهدف الدينار الرقمي إلى تعزيز الشمول المالي وترقية المدفوعات الرقمية ،مما يؤدي إلى تطوير التجارة الالكترونية والاقتصاد الرقمي. Abstract : This paper aims to highlight the challenge of the Central Bank of Algeria in issuing a new form of digital currency under the encrypted economy called the Algerian digital dinar e-DZD And this is exemplified by the last promulgation of the Monetary and Banking Law in 2023 as well as the implications of adopting the Central Bank's digital currencies and their role in activating the e-payment card blockchain ", based on the fact that blockchain technology is a new global challenge and orientation that requires high potential and technology and makes linkages based on decentralization and mediation, The study therefore required the establishment of mechanisms to display Algerian digital dinars and their impact on the electronic payment card. Digital Dinar aims to promote financial inclusion and upgrade digital payments, leading to the development of e-commerce and the digital economy.
