صكوك الاستصناع ودورها في تحقيق التنمية الاقتصادية: مقدم لمؤتمر الصكوك الإسلامية

Résumé: ملخص: لاقى سوق الصكوك الإسلامية أهتماما متزايدا من قبل بلدان العالم الإسلامية، وغير الإسلامية، ومع ذلك بقيت صكوك الاستصناع من أقلها أهتماما على الصعيدين النظري والعملي، لذا تبرز أهمية هذه الدراسة بإبراز هذا النوع من الصكوك، وتوضيح مدى مساهمته في تحقيق التنمية الاقتصادية. وخلصت الدراسة إلى نتائج عديدة أهمها: جواز إصدار هذا النوع من الصكوك، وأنها تلعب دورا بارزا في تمويل التنمية الاقتصادية، وتحقيقها، بزيادة الإنتاج في القطاع الحقيقي، من خلال زيادة رأس المال الإنتاجي والاجتماعي. وتوصي الدراسة المؤسسات التعليمية إيلاء موضوع صكوك الاستصناع المزيد من الاهتمام على الصعيد النظري، ومؤسسات التمويل العامة والخاصة الاهتمام به على الصعيد العملي، وحث حكومات البلدان الإسلامية على سن قوانين لإصدار هذه الصكوك وتنظيم تداولها في سوق الأوراق المالية. abstract Sukuk al- Istisna'a and its role in achieving economic development: prepared by: Dr. Adnan M.Y Rababah / assistant professor in Islamic Economic Department, at Yarmouk University Islamic Sukuk market has received increasing attention from the countries of the world, Islamic and non-Islamic countries; However Sukuk al- Istisna'a remained the least attention to both theory and practice, so this study highlights the importance of this type of Sukuk, and to clarify the extent of its contribution to the achievement of economic development. The study concluded many important results as: Permissible in the Islamic Sharia issuing Sukuk al- Istisna'a, and it plays an important role in financing and achieving economic development, by increasing the production in the real sector, and increasing in productive and social capital. The study recommends that educational institutions to give the subject of Sukuk al- Istisna'a more attention at the theoretical level, to urge public and private financing to interest on the practical level, and urges the governments of Islamic countries to enact laws to issue these instruments and their circulation in the stock market.
