ترشيد السياحة الساحلية

Résumé: تعتبر الفضاءات الساحلية ذات أهمية بالغة إذ خلقت مجالا حيويا و عنصرا جذبا للتدفق السياحي في الجزائر ، باعتبار أنها دولة ساحلية يمتد شريطها الساحلي لأكثر من 1600 كيلومتر فضلا عن ما تحويه من موارد طبيعية ونظام بيئي غني بمختلف الأحياء البحرية كما أنها توفر فرص للتنمية الاقتصادية القائمة على الأنشطة السياحية و الترفيهية ، إلا أن هذه الأقاليم تعتبر فضاءات هشة ومعقدة في نفس الوقت ، وتتعرض لعدة ضغوط نتيجة الكم الهائل من الأنشطة مما يسبب العديد من المشاكل على مستوى أنظمتها الإيكولوجية ، بحيث تتعارض مع متطلبات التنمية السياحية المنشودة، فقام المشرع الجزائري بوضع عدة أنظمة و إستراتيجية لتفعيل السياحة الساحلية ، و متطلبات تحقيق التنمية السياحية ، باعتبار هذا القطاع مساهم في الناتج المحلي للدولة ، و من بين الحلول للخروج من الاقتصاد الريعي ، بالإضافة لتكريس الحماية القانونية للفضاءات الساحلية و سن عدة قوانين لتأسيس جملة من الوسائل والآليات القانونية والإدارية من أجل تثمين واستدامة المنطقة الساحلية ، في هذا الإطار نحاول من خلال هذه الورقة البحثية تقييم عملية التنمية السياحية الساحلية على ضوء المخططات ومختلف الآليات لتثمين المقومات التي تتمتع بها هاته الأقاليم خاصة أمام ضعف التنمية السياحية بالجزائر بالمقارنة مع الدول الأخرى. الكلمات المفتاحية: السياحة الساحلية -الساحل –الحماية-التثمين-إستراتيجية التخطيط تصنيف JEL : K32، Z32 Abstract: Coastal spaces are of great importance as they create a vital area and an attractive element for the tourist flow in Algeria, considering that it is a coastal country whose coastal strip extends for more than 1,600 km, in addition to the natural resources it contains and an ecosystem rich in various marine life. It also provides opportunities for economic development based on Tourism and recreational activities, but these regions are considered fragile and complex spaces at the same time, and are subjected to several pressures as a result of the huge amount of activities, which causes many problems at the level of their ecosystems, so that they conflict with the requirements of the desired tourism development, so the Algerian legislator set several systems and Strategies for activating coastal tourism and the requirements for achieving tourism development, as this sector is a contributor to the country’s domestic product, and among the solutions to get out of the rentier economy, in addition to dedicating the legal protection of coastal spaces and enacting several laws to establish a set of legal and administrative means and mechanisms for the valorization and sustainability of the region In this context, we try through this research paper to evaluate the coastal tourism development process in the light of the plans And the various mechanisms for valuing the components that these regions enjoy, especially in view of the weak tourism development in Algeria compared to other countries.
