Résumé: هدف هذا البحث إلى معرفة كيفية مساهمة الرقابة المالية السابقة في ترشيد تنفيذ النفقات العمومية، من خلال المراقب المالي. حيث تهتم بالدور الأساسي الذي كُلِّفَ به هذا الموظف العمومي السامي والمتمثل في الرقابة على تنفيذ ميزانية البلدية. من خلال هذه الدراسة تم التوصل إلى أن تدخل المراقب المالي كان له أثر ايجابي على إنجاز نفقات البلدية، خاصة تلك المتعلقة بالتجهيز والاستثمار.
