واقع حوكمة الموارد البشرية في المؤسسات الاقتصادية -دراسة ميدانية لعينة من المؤسسات الاقتصادية بولاية الأغواط-

Résumé: تهدف هذه الدراسة إلى معالجة مفهوم حوكمة الموارد البشرية كمفهوم جديد ودراسة واقعه لدى عينة من المؤسسات الاقتصادية بولاية الأغواط، وذلك من خلال اختبار فرضيات: حوكمة الموارد البشرية مدخل فكري جديد وإطار من القواعد والإجراءات للإدارة السليمة للمورد البشري؛ يوجد إدراك لدى الإطارات المبحوثين تجاه مبادئ حوكمة الموارد البشري في المؤسسات الاقتصادية عينة الدراسة؛ بالاعتماد على المنهج الوصفي التحليلي. خلصت الدراسة إلى أن حوكمة الموارد البشرية أداة للسيطرة على مخاطر المورد البشري وتجسيد السياسات والممارسات المتعلقة بالمورد البشري والرقي بالقيم والأخلاق في محيط المؤسسة، كما أن المؤسسات عينة الدراسة بالرغم من عدم إدراكها لحوكمة الموارد البشرية كمفهوم موحد ومؤسس له قانونيا إلا انها تملك إطارا جيدا من الممارسات والإجراءات المتعلقة بحوكمة موردها البشري. This study aims to address the concept of human resource governance as a new concept and study its reality in a sample of economic institutions in the state of Laghouat, by testing the hypotheses: human resource governance is a new intellectual approach and a framework for the rules and procedures of sound management of human resources; The respondents are familiar with the principles of human resource governance in the study sample economic institutions. It is based on the descriptive analytical method. The study concluded that human resources governance is a tool for controlling human resources risks, embodying human resources policies and practices, and promoting values and ethics in the organization's environment. Also, the studied organizations despite their lack of awareness of human resource management as a standard and legally well-established concept, they have a good framework of practices and procedures related to the management of their human resources.
