تكييف تقنيات المحاسبة العمومية مع الإصلاح الميزانياتي في الجزائر

Résumé: تهـدف هـذه الدراسـة إلى توضيـح تصـور المشرع الجزائـري في تكييـف التنظيـم المحـاسبي الـوارد في مشروع إصلاح قانون المحاسبة العمومية مع الإصلاح الميزانياتي (القانون العضوي رقم 18 - 15 المؤرخ في 02 سبتمبر 2018 المتعلق بالقوانين المالية)، حيث خلصت إلى أن التقنيات المحاسبية تتوافق مع الإصلاح الميزانياتي، كونها تتيح تنظيما محاسبيا يوفر كافة المعلومات الموجهة إلى الموازنة العامة للدولة. إلا أن الأمـر يقتضـي توفيـر البيئة القانونية والمنـاخ المناسب لتجسيد الإصلاح الميزانيـاتي ونظيـره المحاسبي العمومي، فضلا عن ذلك ينبغي تسريع عملية المصادقة على المشروع التمهيدي لقانون المحاسبة العمومية، خاصة أن القانون العضوي رقم 18 - 15 ينتظر تطبيقه سنة 2023. Abstract This study aims to clarify the idea of the Algerian legislator in adapting the accounting organization of the public accounting law reform with the budgetary reform (Organic law No 18 - 15 of September 2, 2018 related to the finance laws), The study concluded that accounting techniques are compatible with budgetary reform, as they allow an accounting organization that provides sufficient information to the state's general budget. However, it requires the provision of the legal environment and the appropriate climate to embody budgetary reform and its public accounting, The ratification of the initial draft of the public accounting law should also be accelerated, In particular, organic law No 18 – 15 will be implemented in 2023.
