تطور الصيرفة الإسلامية -دراسة حالة الجزائر-

Résumé: الهدف من هذه الدراسة الإلمام بالمفاهيم المرتبطة بالصيرفة الإسلامية، وتتبع الجهود المبذولة من طرف الجزائر لتطويرها. وتعد الصيرفة الإسلامية جزءا من الاقتصاد الإسلامي، ويمكن تطويرها من خلال الهندسة المالية مع احترام قواعد محددة. وعملت الجزائر على تطوير القوانين والأنظمة الحاكمة للقطاع المالي فيها، حيث أصبح القانون يسمح بدخول البنوك الخاصة، فكانت أول تجربة لها في الصيرفة الإسلامية مع بنك البركة في 1990 وبعدها بنك السلام في 2018، ثم فتحت المجال للبنوك التقليدية من خلال إنشاء شبابيك الصيرفة الإسلامية عام 2020. وقد خلصت هذه الدراسة إلى أن الجزائر تتجه نحو تطوير الصيرفة الإسلامية فيها، إلا أن هذا متوقف على إزاحة العوائق القانونية والتنظيمية، وحل إشكالية خلط الجمهور بين الخدمات الربوية وخدمات الصيرفة الإسلامية. Summary: The aim of this study is to provide an understanding of the concepts related to Islamic banking and to trace the efforts made by Algeria to develop it. Islamic banking is a part of the Islamic economy and can be developed through financial engineering while adhering to specific rules, Algeria has worked on developing laws and regulations governing its financial sector. The law now allows the entry of private banks, with the first experience in Islamic banking being with Al Baraka Bank in 1990, followed by Al Salam Bank in 2018. In 2020, Algeria also opened the door for conventional banks to offer Islamic banking services by establishing Islamic banking windows. The study concludes that Algeria is moving towards the development of Islamic banking, but this progress depends on overcoming legal and regulatory barriers and addressing the public’s confusion between usurious services and Islamic banking services
