المجلس الأعلى للشباب - دراسة في ظل التعديل الدستوري 2016'والمرسوم الرئاسي 21-416

Résumé: ملخص: نظرا لمكانة المجتمع المدني ودوره المهم في إرساء قواعد الديمقراطية التشاركية والمشاركة في تسيير الشؤون العمومية ، سواء على المستوى المحلي أو الوطني ، كرس المؤسس الدستوري من خلال أحكام التعديل الدستوري 2016 ، ثم 2020 مجموعة من الهيئات الدستورية المكلفة بترقية القيم الوطنية والممارسة الديمقراطية والمواطنة، والتضامن الاجتماعي في أوساط الشباب ، كالمرصد الوطني للمجتمع المدني والمجلس الأعلى للشباب. يعتبر المجلس الأعلى للشباب الهيئة الدستورية ذات الطابع الاستشاري التي أوكلت لها مهمة ترقية المسائل المتعلقة بحاجات الشباب في جميع المجالات ، من خلال الآراء والتوصيات التي يقدمها المجلس للهيئات والمؤسسات العمومية لاتخاذ الإجراءات والحلول المناسبة، وهو ما أكدته أحكام المرسوم الرئاسي رقم 21-416. Abstract: Given the status of civil society and its important role in setting the rules of participatory democracy and participation in the conduct of public affairs, whether at the local or national level, the constitutional founder, through the provisions of the 2016 constitutional amendment, and the 2020 devoted a set of constitutional bodies charged with promoting national values, democratic practice, citizenship, and social solidarity Among the youth, such as the national Civil Society Observatory and the Higher Council four Youth. The Supreme Youth Council is a constitutional body of an advisory nature that has been entrusted with the task of promoting issues related to the needs of young people in all fields, and that is through the opinions and recommendations that the Council presents to public bodies and institutions to take appropriate measures and solutions, as confirmed by the provisions of Presidential Decree No.21-416
