استخدام تقنية البلوكشين في الدول العربية

Résumé: الملخص: لاقت تقنية البلوكشين "Blockchain" أو سلسلة الكتل اهتماما واسعا في السنوات الأخيرة، باعتبارها تقنية مهمة من التي تقوم عليها الثورة الصناعية الرقمية التي أحدثت تغييرا جذيا في ملامح الاقتصاد العالمي، وفي ظل زيادة التوجه العالمي لتطبيق أنظمة البلوكشين والاستفادة من مزاياها المتنوعة والمؤثرة في جميع قطاعات الاقتصاد والتنمية، ارتأت بعض الدول العربية من دول المغرب العربي ودول الخليج ضرورة التحول للبلوكشين، ومن خلال هذه الورقة البحثية سنعرض بعض التجارب العربية الهادفة التي اعتمدت على استخدام تطبيقات البلوكشين لتطوير أنظمتها المعلوماتية وتسهيل خدماتها المالية، ونظرا للأهمية القصوى التي تتمتع بها هذه التقنية نتمنى أن تعتمدها الجزائر وتطور منها من خلال وضع معايير تحكمها النصوص التشريعية الملائمة لتشغيل أنظمة البلوكشين بطريقة آمنة. الكلمات المفتاحية: مفهوم البلوكشين; طريقة عملها; استخداماتها; التجربة العربية. Abstract : blockchain has received widespread attention in recent years, as an important technology underlying the digital industrial revolution that has dramatically changed the profile of the global economy, and with the increased global trend of applying blockchain systems and taking advantage of its diverse and influential advantages in all sectors of economy and development, some Arab countries from the Maghreb and gulf countries have felt the need to transform the blockchain, and through this research paper we will present some meaningful Arab experiences that have relied on the use of Blockchain applications to develop its information systems and facilitate its financial services, and given the utmost importance of this technology, we hope that Algeria will adopt and develop from it by setting standards governed by appropriate legislative texts to operate blockchain systems in a safe manner.
