المقاربة الجزائرية لمواجهة التهديدات الإرهابية: دراسة في المعايير التشريعية والمضامين الأمنية

Résumé: ملخص تواجه الجزائر تهديدات إرهابية متنامية من الناحية الكمية والنوعية، والتي أصبحت ضمن أولويات السياسة الأمنية الوطنية في الوقت الراهن، حيث اعتمدت في ذلك على مقاربة متعددة الأبعاد شملت الجانبين التشريعي والأمني، من خلال تبني استراتيجية وطنية ودولية لتطويق هذه الظاهرة العالمية تضمنت اتخاذ جملة من التدابير القانونية للتكفل بضحايا المأساة الوطنية وكذا تدعيم سبل التعاون الدولي لمواجهة هذه الظاهرة عبر المصادقة على عدة اتفاقيات دولية في مجال مكافحة الإرهاب، وبالموازاة مع ذلك وقصد تعزيز هذه الجهود تم اللجوء لعدة بدائل ذات مضامين أمنية تراوحت بين المواجهة الأمنية المباشرة والإجراءات الوقائية حيث أضحت المقاربة الجزائرية في هذا المجال بمثابة نموذج تبنته العديد من دول العالم، مما جعلها دولة فاعلة ومحورية في مكافحة ظاهرة الإرهاب. Abstract: Algeria is facing increasing quantitative and qualitative terrorist threats, which have become a priority in the current national security policy. where it has adopted a multi-dimensional approach encompassing legislative and security aspects through adopting of a national and international strategy to contain this global phenomenon, that includes taking a range of legal measures to support the victims of national tragedies, as well as enhance international cooperation means in confronting this phenomenon by ratifying many international conventions in the field of fighting terrorism. Simultaneously, and to bolster these efforts, several security-focused alternatives have been pursued ranging direct security confrontation and preventive measures, where Algeria's approach in this field has become a model adopted by many countries worldwide, positioning it as an active and pivotal state in the fight against terrorism.
