Résumé: الملخص :تنطلق العقيدة الدينية اليهودية والفكر الصهيوني من الربط بين ثلاثية الارض ،الماء الإستيطان ،وبذلك كان العنصر المائي جوهر الإستراتيجية المائية في المنطقة العربية إذ عملت على الوصول إلى مصادر المياه العربية من أجل إستمرارية مشروعها الإستيطاني و خنق الأمن المائي العربي مصر مثلا من خلال التواجد في دول اعالي النيل بالخبرة الفنية تارة و بتقديم المشاريع المائية تارة أخرى كمشروع الحصول على جزء من فوائض مياه النيل .
