الأمن الإنساني داخل المؤسسات العقابية بين متطلبات الوظيفة وأخلاقيات المهنة

Résumé: يقول نيلسون مانديلا :"يقال أن المرء لا يعرف أمة ما من الأمم إلا إذا دخل سجونها ،فالحكم على الأمم لا ينبغي أن يرتكز على معاملتها لمواطنيها ،ولكن على معاملتها لمن في المستويات الدنيا". تنص المادة الأولى من قواعد الأمم المتحدة النموذجية الدنيا لمعاملة السجناء (قواعد نيلسون مانديلا)على أنه :"يعامل كل السجناء بالاحترام الواجب لكرامتهم وقيمتهم المتأصلة كبشر ، ولا يجوز إخضاع أي سجين للتعذيب أو المعاملة أو العقوبة القاسية أو اللا إنسانية أو المهينة،وتوفر لجميع السجناء حماية من ذلك كله ، ولا يجوز التذرع بأي ظروف باعتبارها مسوغا له ، ويجب ضمان سلامة وأمن السجناء والموظفين ومقدمي الخدمات والزوار في جميع الأوقات". الكلمات المفتاحية :السجناء ؛المعاملة ؛أمن السجناء. Abstract : The United Nations Standard Minimum Rules for the Treatment of Prisoners(the nelson Mandela Rules). Nelson Mandela says:”It is said that a person does not know a nation unless he enters its prisons ,judging a nation should not be based on its treatment of its citizens ,but on its treatment of those at lower levels.” Rule1 ALL prisoners shall be treated with the respect due to their inherent dignity and value as human beings, No prisoner shall be subjected to ,and all prisoners shall be protected from ,torture and other cruel, inhuman or degrading treatment or punishment ,for which no circumstances whatsoever may be invoked as a justification ,The safety and security of prisoners, staff, service providers and visitors shall be ensured at all times.
