تطور الإدارة المحلية في الجزائر-قراءة في الإصلاحات السياسية والنصوص القانونية

Résumé: عرفت الجزائر تحولات سياسية، اقتصادية واجتماعية ساهمت في بلورة مسار نظام الإدارة المحلية واقعا وتشريعا وقد انعكس ذلك في مجموعة من النصوص الصادرة خلال الفترة مابين سنتي 1962 و 2012 المحددة للإطار القانوني للجماعات المحلية من حيث هيكلها، تمويلها، تسييرها وتقسيمها الإقليمي. سيرت إدارة الوحدات المحلية عقب استرجاع السيادة الوطنية بالنصوص السارية خلال الفترة الأخيرة للاستعمار واستمر ذلك إلى غاية سنة 1967 تاريخ صدور أول قانون للبلدية ليعقبه أول قانون للولاية سنة 1969، ثم خضعت هذه التشريعات لتغييرات متعددة ساهمت فيها التحولات السياسية الطارئة، يهدف هذا البحث إلى عرض أهم النصوص القانونية المنظمة لإدارة الجماعات المحلية في الجزائر والظروف التي رافقتها. يمكن تقسيم الفترة مابين سنتي 1962و 2024 إلى مرحلتين امتدت الأولى من 1962 إلى 1989 والثانية من 1989 إلى 2024 ، حيث ميزت كل مرحلة أحداثا مؤثرة سياسيا، اقتصاديا واجتماعيا دفعت نحو الانتقال إلى المرحلة الموالية لمواكبة متطلباتها. Algeria has undregone political, economic and social transformations that contributed to shaping the path of the local administration system both in reality and legislation, this was reflected in a set of texts issued during the period between 1962 and 2024, wich definded the legal framework for local communities in terms of their structure, financing management and regional division. The management of the local units was conducted following the restoration of national sovereignty based on the texts in force during the last period of colonialism and this continued until 1967 the year of the first municipal lax was issued, followed by the first provincial law in 1969, these legislations then undrwent multiple changes influenced by emerging political transformations , this research aims to present the most inmportant legal texts regulating the management of local communities in algeria and the circumstances that accompanied them .
