الدواوين النشاة والتطور في عصر صدر الاسلام

Résumé: الدواوين لم تكن وليدة العصر الإسلامي بل كانت هناك دواوين في مكة والمدينة والطائف ، إلا أنها لم تُعرف بهذا الاسم بل اتخذت أسماء أُخرى لما كان من دلالات تجعلها تقوم مقام الدواوين ففي مكة كان هناك دار الندوة وهي دار مشورة في أمور السلم والحرب، وهي أيضا مجلس المدينة. وعند بداية تكوين دولة الإسلام فان رسول الله(صلى الله عليه وسلم) أمر ببناء المسجد متخذاً إياه مركزاً للحكم والقيادة الجديدة لهذه الدولة الفتية ، ففيه كاتب رسول الله(صلى الله عليه وسلم) أي رئيس ديوان الرسائل بالمصطلح الاداري وكذلك فيه رئيس ديوان الخاتم أي خاتم رسول الله(صلى الله عليه وسلم) وفيه بيت مال المسلمين أي ديوان الخراج وفيه يعقد مجلس الحرب وفيه مجلس الشورى ، وكل ما يخص ادارة الدولة في ذلك الوقت. أما في عهد الخلفاء الراشدين فقد بدأت ملامح الحاجة إلى أماكن خاصة لإ إدارة الدولة نتيجة لاتساعها، ففي عهد الخليفة أبو بكر الصديق (رضي الله عنه) اتخذ من بيته ديوان للإدارة شؤون الدولة، ولما تولى الخلافة الخليفة عمر بن الخطاب (رضي الله عنه) بدأت الدواوين تظهر بصورة واضحة وجلية واتخذ رجالاً يقومون على أعمال هذه الدواوين وأصبح لها سجلات تكتب فيها كل شيء. الكلمات المفتاحية: الديوان، بيت المال، الخلفاء الراشدين.
