احتواء النشاط الاقتصادي غير الرسمي في الجزائر لتعزيز الموارد المالية للجماعات المحلية

Résumé: ملخص: تستهدف هذه الورقة البحثية تسليط الضوء على ظاهرة النشاط الاقتصادي غير الرسمي، محاولة تحديد التدابير التي يمكن من خلالها احتوائه ضمن الأطر الرسمية للأنشطة والممارسات التجارية والاقتصادية، بحيث يصبح نشاطا مسجلا خاضعا لرقابة المصالح الحكومية المعنية، مستفيدا من المرافقة والدعم والتأمين والحماية التي توفرها الحكومة من خلال هيئاتها وأجهزتها المختلفة ومساهما في الوقت ذاته في تمويل خزينة الدولة وفي دعم القدرات التمويلية للحكومة على المستويين المركزي والمحلي، إضافة إلى الانعكاسات الايجابية لكل ذلك على النشاط ذاته، من حيث فرصه في النمو والتطور أكثر بسبب الظروف التنظيمية المواتية التي يصبح يمارس فيها من جهة، وعلى الجانب المادي والاجتماعي لممارسيه كنتيجة لنمو واتساع انشطتهم وما لذلك من أثر على زيادة مداخيلهم وتحسن مراكزهم المالية من جهة ثانية. Abstract: This research paper aims to shed light on the phenomenon of unofficial economic activity, attempting to identify the measures through which it can be contained within the official frameworks of commercial and economic activities and practices, so that it becomes a registered activity subject to the control of the concerned government departments, benefiting from the accompaniment, support, insurance and protection provided by the government through its different bodies and agencies, and at the same time, contributing to the financing of the state treasury and supporting the government’s financing capabilities at the central and local levels, in addition to the positive reflection of all this on the activity itself, in terms of its opportunities for more growth and development due to the favorable regulatory conditions in which it is practiced on the one hand, and on the material and social aspect of its practitioners as a result of the growth and expansion of their activities and its impact on increasing their incomes and improving their financial positions on the other hand.
